Public Affairs


The Public Affairs Committee (PAC) promotes 4CBCH mission-driven issues as they relate to federal, state, and local governments, other interest groups and the public. Their strategy is to:

  • Influence public policy
  • Build a positive reputation with all entities
  • Find common ground with stakeholders

The committee chair and members responsibilities are:

  • Keep mission of Back Country Horsemen first and foremost
  • Be Diplomatic – present both sides of all issues to the board and then make recommendations for course of action
  • Be critical thinkers
  • Coordinate committee projects and actions
  • Cultivate and maintain a positive relationship with partners
  • Develop and execute proactive tactics to deliver organization's interests to government agencies
  • Keep current on government issues by reviewing government documents and policies

Anne Rapp has accepted the position of Public Affairs Coordinator for 2013. In that capacity she will be reporting on the ongoing developments in issues that the chapter has been following and new areas of concern as they arise. Currently, Art and Pat Berg have their attention on the Purgatory Flats Trailhead, Lisa Cribbs and Bob Volger are monitoring the Logchutes downhill mountain bike proposal, Sherry Libby and Jane Robinson are following the Lake Nighthorse saga, and Jane Robinson is gathering more information about the Hermosa Creek Wilderness Bill and the Hermosa Area Travel Management Plan.
